Our commitment and scope
The Legislative Centre wants people with disabilities to be able to find, join and complete TLC Academy learning. This statement covers the Academy website and portals, Academy-authored learning materials and our approach to arranging live delivery. External websites and third-party meeting or payment tools are outside our direct control, but we will consider practical alternatives when they create a barrier.
Our target is the Web Content Accessibility Guidelines (WCAG) 2.2 at Level AA. This is a target, not a declaration of verified conformance. A complete independent audit and testing of all authenticated learner, assessment and staff journeys with assistive technology have not yet been completed, so we cannot currently claim full or partial WCAG conformance.
Using the Academy
The interface is designed around headings, labelled forms, visible focus, keyboard navigation, responsive layouts and a skip-to-content link on public pages. You can use your browser’s zoom, text-size and colour settings. The web service uses HTML, CSS and JavaScript; sign-in, interactive assessments and other account features require JavaScript and essential cookies.
Use a maintained browser and the assistive technology that works for you. These design measures do not establish that every browser and screen-reader combination has been tested. If a control, time limit, file or sign-in process prevents you from participating, contact us so that we can investigate and agree an alternative.
Current limitations and areas needing testing
Full assurance is still outstanding for screen-reader and keyboard use across authenticated assessments, timed activities, uploaded documents, generated certificate PDFs and third-party tools. We have not established that every downloadable document is correctly tagged or that every interactive state announces changes accessibly.
External legal and institutional source documents can include scanned PDFs or complex tables. Live-session captions, transcripts, interpretation and accessible venue arrangements must be checked for the particular programme; they should not be assumed to be available automatically. Ask before booking if an arrangement is essential to your participation.
These are areas of incomplete testing or delivery dependency, not claims that all such content is inaccessible. We do not claim an exemption or disproportionate-burden exception to avoid addressing reported barriers.
Alternative formats and reasonable adjustments
You may request an accessible text or document format, a description of essential visual information, assistance with registration, a suitable communication channel or an adjustment to assessment or live participation. Where a timed activity creates a disability-related barrier, contact the programme team before starting where possible. We consider adjustments without changing the competence that an assessment is intended to measure.
Tell us what you need to do and what would help. A diagnosis or medical history is not normally needed to report a website barrier. Any sensitive supporting information must be necessary and handled privately under the privacy notice. We will discuss available options and any delivery constraints rather than promise an arrangement that has not been confirmed.
Report a barrier or request help
Use the contact routes below and mark the request ‘Accessibility’. Include the page address or programme, the task you were trying to complete, what happened, and your preferred reply method. If useful, name your browser and assistive technology, but this is optional. Do not include passwords or authentication codes. You can report a problem without an Academy account.
We aim to acknowledge reports within two working days and provide a substantive response or action plan within ten working days. If a programme starts or an assessment closes sooner, include the date so we can prioritise a practical workaround. If you are dissatisfied, ask for review by an Academy manager using the same contact route. This does not prevent use of applicable statutory complaint routes.
Assessment and improvement
This statement is based on an internal review of the implementation and available materials, not an independent accessibility certification. Our next assurance work is to test keyboard and screen-reader journeys, zoom and reflow, form errors, timed assessment adjustments, downloadable materials and live-delivery arrangements with representative users.
We prioritise barriers that prevent sign-in, enrolment, payment, learning or assessment, track reported issues and update this statement as evidence becomes available. This statement was prepared on 15 October 2026 and will be reviewed as the service changes and at least annually.
Contact the Academy
Address your request to The Legislative Centre, TLC Academy. State whether it concerns privacy, terms, a refund or accessibility.
You can also use the Academy enquiry form without an account. Put the request type first in your message; if an organisation is required and you are contacting us personally, enter “Individual”. Existing learners may use their programme team or learner support channel.
Give a reply address and only the information needed to handle the request. Never send payment PINs, passwords or sign-in codes.
