Terms of use

The conditions for using TLC Academy, joining programmes and receiving learning services from The Legislative Centre.

Effective 15 October 2026Version 1.0

About these terms

The Legislative Centre operates TLC Academy. These terms apply to website use and Academy learning services, together with our privacy notice, refund policy and the programme and offer details provided before enrolment. Read and retain the terms and order confirmation relevant to your purchase.

The offer sets out the programme, delivery format, price and currency, dates, access period, prerequisites and any assessment or certificate conditions. A written institutional agreement may add terms for commissioned delivery. Mandatory legal rights take precedence over all of these documents. If an offer-specific condition differs from our general refund policy, it must be clearly disclosed before purchase and cannot remove statutory rights.

Accounts and eligibility

Give accurate information, use your own account and keep your sign-in links and authentication codes private. Do not share learner access or impersonate another person. Contact us if you suspect unauthorised access. Staff and institutional managers must comply with the additional authentication and confidentiality requirements attached to their roles.

You must have capacity to enter the relevant agreement and meet the programme’s entry requirements. A parent or guardian must contact us before enrolling a learner under 18 so that suitability and any required consent can be arranged. An institutional invitation is personal to the invited learner and does not permit unrestricted sharing.

Enrolment, payment and access

An enquiry, application or unpaid order does not by itself guarantee a place. Paid access is confirmed after payment is received and any stated admission requirements are met. If a payment is delayed or appears duplicated, retain the transaction reference and contact support before paying again.

Only the price and payment terms presented for the selected offer apply. Free learning does not automatically include a paid assessment, live event or certificate. We do not create an automatically renewing subscription unless its amount, interval and cancellation terms are expressly presented and accepted before purchase.

Access lasts for the period stated in the offer. Live sessions require suitable connectivity or attendance at the stated venue. Tell us about access barriers early so we can consider reasonable adjustments. Cancellations, transfers and refunds follow the refund policy.

Responsible use and assessment integrity

Treat learners and staff respectfully. Do not harass, discriminate, threaten, submit unlawful material, misuse personal information, distribute malware, bypass security or attempt to access another person’s records. Do not scrape learner information or use certificate verification for bulk harvesting.

Submit your own work, acknowledge sources and declare assistance, collaboration or AI use as the assessment instructions require. Do not impersonate a learner, buy answers, share protected assessment banks or misrepresent another person’s work. Programme-specific rules determine what assistance is allowed.

Upload only material you are authorised to use. Remove confidential, classified and unnecessary personal information from examples and assignments. We may remove harmful material, investigate suspected misconduct and restrict access proportionately. Where practical, we explain the reason and provide a route to respond; urgent security or safety action may happen first.

Learning materials and your submissions

We and our licensors retain rights in Academy materials, branding and assessments. Enrolment gives you a personal, non-exclusive right to use authorised materials for your own learning during the permitted access period. Downloads may be retained for personal reference where provided for that purpose. Do not resell, publicly redistribute or create a competing course from protected material without permission. Separately licensed and public-domain material remains subject to its own terms.

You retain ownership of your original submissions. You grant us the limited permission needed to host, deliver, assess, provide feedback on and retain them for programme administration, quality assurance and lawful record keeping. This does not give us permission to use identifiable work in advertising. Permission for a wider publication or testimonial will be requested separately.

Completion, certificates and review

Completion and certification depend on the requirements for your enrolled programme version, including mandatory activities, pass thresholds, attendance and any required review. Attendance or payment alone does not guarantee a pass. A certificate evidences only what it states; it is not automatically a degree, professional licence, statutory qualification or third-party accreditation.

Certificates may be corrected, replaced or revoked where justified, with appropriate records and a route to query the decision. If a result, attendance record or certificate appears wrong, contact the programme team promptly and follow any disclosed review deadline. Public verification exposes the certificate facts described in the privacy notice.

Changes and service limitations

We may maintain the service, correct errors and update learning materials. If we make a material change to a paid programme’s dates, format or promised content, we will tell affected learners and offer the options described in the refund policy. We will not silently replace the completion rules for an enrolled programme with more demanding rules.

Learning materials explain law, public policy and institutional practice for education. They are not advice for a particular legal, financial or institutional decision, and do not represent an official position of Parliament or another public institution unless expressly stated. Check current authoritative sources before relying on information in professional work.

We take reasonable care in providing the service but cannot promise uninterrupted access, employment, promotion or a particular professional outcome. Nothing in these terms excludes liability or remedies that cannot lawfully be excluded, including responsibility for fraud or other non-excludable obligations.

Ending access and resolving problems

You can stop using the service and request account closure through support. Closure does not automatically cancel an order, erase records or create a refund entitlement. We may suspend or terminate access for serious or repeated breach, non-payment or a genuine legal or security reason, using proportionate measures. You may ask for a review of an access restriction.

Raise complaints through the contact routes below, giving the programme, order reference and remedy you seek. We will explain our response and any next steps. Kenyan law governs these terms, subject to mandatory protections that apply to you. The competent courts and applicable regulators remain available; these terms do not require you to waive statutory complaint or consumer rights.

We publish updated terms with a date. Material changes affecting an existing paid commitment will be notified and will not retrospectively remove agreed rights.
